Nomura‑Backed Laser Digital Becomes First to Secure UAE Crypto Derivatives License Under VARA Pilot
Laser Digital, the digital asset arm of Japanese banking giant Nomura, has officially secured a limited over-the-counter (OTC) crypto options license under the Virtual Assets Regulatory Authority (VARA) pilot framework in Dubai. This marks the first time a firm has been authorized to offer regulated OTC crypto derivatives in the United Arab Emirates.
A Milestone for Dubai's Crypto Evolution
Laser Digital’s approval signals a major step forward for institutional crypto products in the region. The license enables the firm to offer medium-dated options on major digital assets, executed under standard ISDA agreements. Initially, the product offering will focus on simple, “vanilla” options contracts designed for institutional clients, with plans to expand to more structured products in the future.
Johannes Woolard, Head of Product at Laser Digital, noted that the platform aims to deliver yield-enhancement tools built on top of core crypto assets. The goal is to combine regulatory compliance with innovation—bringing traditional financial expertise into the emerging world of digital assets.
Inside VARA’s Pilot Framework
Dubai’s VARA has taken a controlled but forward-thinking approach to crypto regulation through its pilot framework. The program is designed to allow qualified firms to operate under limited permissions while building a track record of compliance, governance, and client protection. This pilot phase serves as a sandbox for financial innovation, encouraging responsible product experimentation before full-scale launch approvals.
Laser Digital joins a growing list of major players participating in VARA’s regime, which includes Binance, OKX, and other licensed service providers in custody, brokerage, and asset management. Earlier this year, OKX also launched regulated crypto derivatives for retail investors in the UAE, signaling a broader shift toward licensed crypto activity in the region.
Strategic Expansion and Market Positioning
Nomura’s digital ventures in Dubai are well-coordinated. Komainu, a joint venture between Nomura, Ledger, and CoinShares, holds a custodian license from VARA. Laser Digital, on the other hand, is licensed for broker-dealer and investment services, giving the group a strategic footprint across multiple regulated touchpoints.
Earlier this year, Laser Digital Asset Management launched the NEAR Adoption Fund—a product combining long exposure to NEAR protocol tokens with staking rewards. This move highlights the firm’s expanding focus beyond trading desks into structured investment products.
Implications for the Crypto Market
This regulatory milestone reinforces Dubai’s ambitions to be a global leader in crypto and digital finance. It sets a precedent for institutional-grade crypto products offered under rigorous oversight. The VARA licensing process is designed to attract global firms while maintaining clear boundaries around client safety, market integrity, and financial stability.
Laser Digital’s entry into regulated crypto derivatives is expected to catalyze further institutional participation, deepen liquidity, and boost investor confidence in Dubai’s digital asset ecosystem.
Looking Forward
As Dubai continues to attract global fintech and crypto innovators, VARA’s pilot framework is proving to be a successful model of how thoughtful regulation can unlock new growth in emerging financial sectors. Laser Digital’s approval not only expands the range of available crypto instruments in the region—it signals a broader shift in how digital assets are being integrated into traditional financial systems.
