Crypto Bills Advance After Record 9‑Hour Stalemate in U.S. House

After a dramatic nine-hour standoff on the House floor, U.S. lawmakers have moved forward with three major cryptocurrency bills. The breakthrough came late Wednesday night after prolonged negotiations with Republican hardliners, who had blocked progress until language was included to prohibit the development of a U.S. central bank digital currency (CBDC).

🔍 What the Legislation Covers

The House is pushing forward a legislative package that includes:

  • The GENIUS Act, which outlines a federal framework for stablecoin issuers and aims to legitimize and regulate their operation across states.

  • The CLARITY Act, designed to define the status of digital assets and set clear rules around the jurisdiction of financial regulators.

  • The Anti-CBDC Surveillance State Act, which explicitly bars the Federal Reserve from issuing or testing a U.S. central bank digital currency, citing concerns about privacy and government overreach.

🗳 The Roadblock

The procedural vote originally failed on Tuesday as over a dozen Republican lawmakers broke ranks, demanding assurances that the Anti-CBDC Act wouldn’t be sidelined. They feared that the other two bills could unintentionally pave the way for the future implementation of a digital dollar.

Their blockade lasted nine hours—reportedly the longest procedural delay in House history—until party leaders agreed to tie the Anti-CBDC measure to the must-pass National Defense Authorization Act (NDAA), giving it a reliable legislative path.

Once that deal was reached, all but one GOP holdout supported moving the bills forward.

Timeline of Events

  • Tuesday Afternoon: The procedural vote fails, triggering negotiations behind closed doors.

  • Tuesday Night into Wednesday: Former President Donald Trump intervenes, urging Republicans to unify and back the bills.

  • Wednesday Night: After nearly 10 hours of stalemate, the House successfully passes the rule to consider the crypto package by a vote of 217–212.

Market & Political Reactions

Cryptocurrency markets responded swiftly to the news. Bitcoin, which had surged earlier in the week to over $123,000, dipped slightly to around $119,000 after the vote. Altcoins like Ether, Solana, and Dogecoin saw significant gains, with some rising over 9%, signaling optimism around regulatory clarity.

Politically, the move is being hailed by supporters as a major milestone for the crypto industry, setting the stage for broader institutional adoption. Critics, however, raised concerns about the potential for favoritism, especially with high-profile connections between lawmakers and stablecoin ventures.

What’s Next

  • The House is expected to hold final votes on the GENIUS Act as early as Thursday.

  • The CLARITY Act and the Anti-CBDC measure, now bundled with the NDAA, are slated for votes later this week or early next.

  • The GENIUS Act, which passed the Senate last month with broad bipartisan support, is expected to land on President Trump’s desk for signing soon after House passage.

The historic nine-hour delay highlights the deep divisions within Congress over the future of digital currency. But with the contentious CBDC ban now tied to a must-pass bill, momentum is building for one of the most significant federal moves in crypto policy to date.
